Vote of the International Atomic Energy Agency (IAEA) decided to crack down on the country because of alleged to have built nuclear plants that are not announced.
At a meeting of the Board of Governors of IAEA of 35 countries, seventeen support, six other refused, including Russia and China, 11 other countries abstained.
The last time the IAEA do kind is against Iran in February 2006.
Washington accuses Syria build a secret plant at desert Dair Alzour with the help of North Korea. The building was destroyed Israel in 2007.
The IAEA began investigating the allegations in June 2008, but Syria refused to cooperate. UN inspectors are allowed to visit only one time Dair Alzour or elsewhere.
Head of IAEA Yikuya Amano recently expressed the belief that a place is "most likely" contains a secret nuclear plant.
